John E. Boon, Jr. (M.S., Operations Research, George Washington University) is an operations researcher at the RAND Corporation. He has worked on policy studies for the Army, Air Force, FBI, and NIJ.  In these studies, Boon applies algebraic modeling, optimization, and simulation. His worked has ranged from modeling shared situational awareness in a manner suitable for inclusion in war gaming models to allocation of pay increases and bonuses to senior leaders given constraining policies and management objectives.  Recent research projects include Air Force total force management policies, research slate definition for NIJ, organizational design for NIJ OST, Air Force advanced academic degree program allocation policy, design of a standard test date set and test protocols for biometric collection and matching, and IV&V of models of Army policy alternatives. He has served as a human resource management subject matter expert in Defense Governance and Management Teams in Afghanistan, Mali, Saudi Arabia, and Iraq. Most importantly these efforts build defense institutions that are effective, accountable, transparent, and responsive to national political systems. Prior to joining RAND, Boon was Chairperson, Department of Mathematics and Computer Science at Hood College.
