Ike Chang Jr. has played a variety of technical and policy roles in the national security and homeland security arena over the past 30 years. While at RAND (since October 2018), he has worked on a variety of projects for the Homeland Security Operational and Analysis Center (HSOAC), Army Arroyo Center, Project Air Force, and National Defense Research Institute (NDRI), performing technology assessment, simulation and cost analysis.  Before RAND, Chang gained and applied his expertise in communications, radar, ELINT, SIGINT, weapons, navigation and user interfaces to a variety of space, ground airborne missile programs for several aerospace companies.
