Ed Donnelly is an adjunct researcher with over 40 years of experience in the U.S. Army including 15 years at the executive level with a focus in strategy development and execution; planning, programming, budget and execution; force management (development, management, and integration); strategic communications; and partner capability and capacity development. Donnelly's last assignments included Headquarters, Department of the Army deputy director for strategy plans and policy (with the international affairs portfolio and proponency for the strategist and foreign area officer career fields), Headquarters Department of the Army director of joint and future programs (including Army force modernization and Army representative to the Joint Capabilities Board), deputy commanding general for programs in Afghanistan, and director of Army business operations.
