Overview

Harper Fine is a research assistant in the Defense and Security team at RAND Europe. 

Originally from the United States, Fine interned at the Carter Center, where she worked on election monitoring and combatting electoral violence. She also interned for U.S. Congressman Sanford Bishop (D-GA-02), where she focused on Veterans Affairs. Fine's primary interests include post-conflict state building, democratization, counter-terrorism, and combatting right-wing extremism.

Fine received her B.A. in political science from Emory University and her M.Sc. in conflict studies from the London School of Economics. Her dissertation focused on grassroots state building in conflict regions within the Middle East, specifically the West Bank and Rojava.
