Overview

Joe Francombe (he/him) is an senior analyst at RAND Europe working in the areas of science, emerging technology and health. Since joining RAND Europe, Francombe has led or contributed to a wide range of research projects, focussing principally on programme evaluations and science landscape analyses. These include large, multi-year evaluations of the Global Challenges Research Fund (GCRF), the Industrial Strategy Challenge Fund (ISCF), the Health Foundation’s Adopting Innovation Programme and the BHP Foundation’s Education Equity programme; a landscape review of epidemic preparedness research and innovation in Asia; and an analysis of industry contributions to tackling antimicrobial resistance. He holds a B.A. in history from the University of Warwick and an M.Phil. and Ph.D. from the University of Cambridge.
