Joe Francombe is an analyst at RAND Europe working in the areas of innovation, health and science. With a background in historical resesarch, Francombe has worked on a number of projects using rapid evidence assessments, literature reviews, desk research, interviews, case studies and geospatial mapping techniques to inform policy development. 

His current projects include two scoping reviews on the applications of emerging technologies for infectious disease surveillance, prevention and control, conducted on behalf of the European Centre for Disease Control; and a landscape review of the Wellcome Sanger Institute and Genome Campus using interviews, case studies and bibliometric analysis. Other projects to which Francombe has contributed include an assessment of the Philippines’ surgical system; a review of UK stakeholders’ perceptions regarding the 'mutual benefits' of international health partnerships; and a RAND Europe study on the oversight of emerging science and technology conducted for Wellcome. Francombe currently also in the final stages of a Ph.D. in history at the University of Cambridge.
