Joe Francombe is an analyst at RAND Europe working in the areas of science, emerging technology, health, and health care innovation. Since joining RAND Europe, Francombe has worked on a number of projects focussing on evaluation and research impact. These projects include ongoing evaluations of the UK Global Challenges Research Fund (GCRF) and Industrial Strategy Challenge Fund (ISCF), an evaluation of the BHP Foundation’s Education Equity programme, a project assessing industry contributions to the fight against antimicrobial resistance, and a landscape review of the Wellcome Sanger Institute and Genome Campus.

His research skills include 'theory of change' development, literature reviews (including rapid evidence assessments), interviews, workshops, survey design and analysis, case studies and bibliometric analysis. Francombe holds a history and M.Phil. in modern South Asian studies from the University of Cambridge and a B.A. in history from the University of Warwick.
