Travis Hubble

Travis Hubble is a Ph.D. student in the Research, Analysis, and Design stream at Pardee RAND Graduate School and an assistant policy analyst at RAND. He has a J.D. and an M.A. in philosophy from Boston University and a B.A. from Brigham Young University. Prior to coming to RAND he served in the U.S. Air Force as a judge advocate general and was in-house counsel for a large hospital system. His research interests include incentives and risk in health services delivery (including peer review and quality), bias and accountability in health care and other settings, and international security.

Prior to joining Pardee RAND, he was a senior assistant general counsel at OhioHealth, a health system in central Ohio, where he provided legal counsel on a broad spectrum of matters including regulatory compliance, risk management, clinical ethics, peer review, and quality improvement. He previously served as an assistant judge advocate general in the U.S. Air Force, where his assignments included advising the Air Force medical system, prosecuting courts-martial, and advancing Colombian military justice reform.
