Brian Persons is a senior management scientist at the RAND Corporation. Prior to joining RAND, Persons had a distinguished 35 year career as a civilian employee with the U.S. Navy. His final position was the Vice Director, Navy Staff, serving as the Senior Civilian of the U.S. Navy and principal advisor to the Director, Navy Staff, the Vice Chief of Naval Operations and the Chief of Naval Operations. Prior to that, Persons was the Deputy Chief of Naval Operations for Warfare Systems (N9) and the Assistant Deputy Chief of Naval Operations for Warfare Systems (N9B), where he was the advisor for determination of warfare requirements and the integration of naval warfare systems, and was responsible for overseeing approximately $90 billion per year in Navy programs. Persons' other SES assignments include Executive Director PEO Aircraft Carriers, Executive Director for Naval Systems Engineering Directorate, the Deputy Chief Engineer/Chief Technology Officer and Executive Director of NAVSEA and where he was the senior civilian of the Navy's largest Systems Command. Persons has received numerous awards and citations over his career including four SES Presidential Rank awards. Most recently, in October 2013, Persons received the prestigious Roger W. Jones Award for Executive Leadership from American University's School of Public Affairs in recognition of his career of extraordinary effectiveness in senior leadership positions in the Federal Government.
