Brian Persons is a Senior Management Scientist and Senior Researcher for the RAND Corporation. His research has focused on acquisition and technology development, contract management policy, organizational design and theory, defense acquisition workforce management, civilian personnel management, shipbuilding and ship repair, and innovation for the Office of Secretary of Defense, the U.S. Navy, the U.S. Army, the U.S. Coast Guard, and the Royal Australian Navy. Prior to joining RAND, Mr. Persons had a distinguished 35-year career as a civilian employee with the U.S. Navy. His final position was the Vice Director, Navy Staff, serving as the Senior Civilian of the U.S. Navy and principal advisor to the Director, Navy Staff, the Vice Chief of Naval Operations and the Chief of Naval Operations on the business operations of the U.S. Navy. Persons has received numerous awards and citations over his career including four SES Presidential Rank awards. In October 2013, Persons received the prestigious Roger W. Jones Award for Executive Leadership from American University’s School of Public Affairs in recognition of his career of extraordinary effectiveness in senior leadership positions in the Federal Government.
