Michelle Qu is a research assistant at RAND Europe, focusing on research and innovation and emerging technology policy. Her work includes analysis of the Research Excellence Framework (REF) 2021, a study on the convergency of AI and gene-editing technology, the impact evaluation of the Industrial Strategy Challenge Fund (ISCF), an evaluation for the Centre for Earth Observation Instrumentation (CEOI). Her methodological expertise includes facilitating workshops, document review, interview analysis, and quantitative data analysis. Prior to RAND, she worked at Asian Development Bank where she conducted a case study on China-Japan collaboration development projects and facilitated capacity-building activities for mid- and senior-level government officials.
She received her M.P.P. from the University of Oxford.
