Adam C. Resnick is a senior operations researcher at RAND. His research applies quantitative methods to support leaders of public organizations, who seek to make the best use of finite resources.
In 2023, Resnick led research sponsored by the Department of Homeland Security, to guide its investments in the Infrastructure Security Division of the Cyber and Infrastructure Security Agency. In 2022, Resnick led research sponsored by the U.S. Commission on Combating Synthetic Opioid Trafficking. In this work, Resnick and the RAND team researched the supply of fentanyl and its analogues which are consumed by users in the U.S., to inform federal agency investments in interdiction programs.
In the aftermath of hurricanes Irma and Maria, which devastated U.S. territories in the Caribbean in 2017, Resnick led a team of researchers to study the supply chain for critical resources needed by Puerto Rico and the U.S. Virgin Islands (USVI) to rebuild their infrastructure. The government of the USVI implemented many of the recommendations that were made by the RAND team in its 2020 report. However, recovery in the region has been constrained, both by procedural challenges and by the COVID-19 epidemic. In 2024, Resnick is leading another project sponsored by FEMA to support the USVI, as its leaders undertake the work of executing over $10 billion of infrastructure projects in a generational rebuilding effort.
Resnick has taught at Carnegie Mellon University, Yonsei University (Korea), University of California – Los Angeles, and University of Wisconsin – Madison.
