Overview

Hampton Toole (she/her) is an analyst at the RAND Corporation. She works primarily in health and wellbeing at RAND Europe with a focus on health care innovation research. She has experience in health systems research on subjects including NHS innovation programmes, utilising desk research, literature reviews, interviews and workshops to understand system needs and barriers to innovation demand and adoption. Toole has conducted research on a wide range of topics, including health service data use and digitisation, global health and development, health care workforce challenges, the UK pharmaceutical landscape, and social care. Prior to joining RAND Europe, Toole worked at a consulting firm and advised health tech and pharmaceutical companies on politics, policy, and regulation, with a particular focus on the NHS. Toole thus has experience in advising clients on a range of subjects in the health and wellbeing space, underpinned by robust qualitative evidence and rapid literature reviews. Toole’s expertise is in systems analysis and policy and implementation evaluations. She holds an M.Sc. in international social and public policy from the London School of Economics and Political Science.
