Hank Waggy is an assistant policy researcher at RAND and a Ph.D. student at the Pardee RAND Graduate School. He has an M.A. in national security and strategic studies from the U.S. Naval War College and a B.A. in economics from Colorado State University, and is an active-duty U.S. Army officer.

Prior to joining Pardee RAND, he was a military intelligence officer in conventional and special operations units in Iraq and Afghanistan and an assignment officer at the U.S. Army Human Resources Command. His research interests include military talent management and retention policies, national security strategy, and intelligence policy.
