This report describes the problems and the potential for revitalization in Israeli municipalities instead of the centers of national government in Jerusalem, with a focus on strengthening education services and local governments.

Tal Wolfson is an assistant policy researcher at RAND and a Ph.D. student at the Pardee RAND Graduate School. He has an M.A. in economics and a B.A. in economics and philosophy from the Hebrew University of Jerusalem.
Prior to joining Pardee RAND, Wolfson was a senior adviser to the chief economist at the Israeli Ministry of Finance and a senior economist in the Israeli Prime Minister’s Office. His research interests include labor economics, migration and demography, and machine learning.
