To counter North Korea's chemical and biological weapons capabilities, RAND's John V. Parachini suggests the global community could reinforce norms against the production, transfer, and use of such weapons. The international community could also consider calling on the North Korean regime to embrace a “no-first-use” of chemical and biological weapons pledge.
