New user-friendly analytic tool for state and local policymakers

To slow the spread of COVID-19, state and local leaders have implemented a range of non-pharmaceutical interventions, like issuing stay-at-home orders or closing non-essential businesses or schools, to protect communities. Now, policymakers face tough questions about when to relax or lift interventions, and how to weigh the economic cost of prolonged mitigation measures against the risk of a second wave of the crisis.
RAND has developed a user-friendly analytic tool that provides comprehensive information regarding what policymakers need to know to understand the effects of these choices and to support them in planning and implementing a recovery roadmap. Decisionmakers can use the tool to estimate the public health and economic consequences at the state level of imposing or lifting restrictions at different points in the future. The model will generate estimates for the projected change in COVID-19 infections, fatalities, hospital capacity and gross state income.
The tool is based on evidence from past pandemics, peer-reviewed literature, and data from the current pandemic. The model will be refreshed every two days with new data to aid recovery planning as it unfolds. RAND researchers are available to discuss the tool and the results of this analysis.
