Countering Russian Social Media Influence in Eastern Europe

In Eastern Europe, Russia employs a sophisticated social media campaign that includes news tweets, nonattributed comments on web pages, troll and bot social media accounts, and fake hashtag and Twitter campaigns to influence populations and spread propaganda. While this threat has been most tangible in Ukraine, other former Soviet states in Europe are also targets.

What can the West do to counter Russian information activities? The report’s recommendations include strengthening and expanding means to highlight and block Russian propaganda; expanding and improving alternative media content to displace the Russian narrative; and better communicating the U.S., NATO, and EU story.
