With the New START Treaty hanging in the balance and strategic stability dialogue suspended, the future of U.S.-Russia arms control seems bleak. However, the United States has options even under these adverse circumstances. In this paper, the authors outline these options and provide some more-ambitious alternatives if circumstances were to improve. They further explore how Russia’s actions before the treaty’s expiry could affect those options.
