Early care and education (ECE) programs are a key component of preparing California's children for success in school and beyond. As the budget is negotiated to consider options for funding and delivering child care and preschool programs, it's important to understand current access gaps, approaches for ensuring quality, and the costs and benefits of universal preschool versus targeted preschool programs.
