Marc Thibault (2018-2019)
Marc Thibault is a program analyst in the U.S. Coast Guard’s Office of Performance Management and Assessment. His headquarters work included leading the completion of mission analysis reports on acquisitions, serving as a technical consultant on various Coast Guard analyses and supporting the Coast Guard’s Aids to Navigation and Icebreaking programs. Thibault is a U.S. Coast Guard veteran who served aboard USCG cutter Harriet Lane and in the Acquisition Directorate. He has a Ph.D. in public policy from George Mason University, and Master’s in national security studies from the Naval Postgraduate School and Master’s in public policy from American University. He is a graduate of the U.S. Coast Guard Academy and the Naval Academy Preparatory School. During his DHS Fellowship, he is interested in learning more about how organizations can more effectively address risk, climate change, technological change and complexity. Thibault was previously a summer associate at RAND. He is based in RAND’s Washington office.
