RAND Analyst Honored

At a ceremony on January 18, 2001, The Hon. Mahlon Apgar IV, the outgoing Assistant Secretary of the Army for Installations and Environment, presented an award to John D. Woodward, Jr., a RAND senior policy analyst, for his work on Army Installations Public Private Partnership (PPP). In his remarks, Mr. Apgar commended John for his efforts on behalf of the Senior Installation Leaders' Conference recently held in Washington, D.C. Since July 2000, John has worked on a variety of PPP issues for the Army Secretariat, including analyzing the various legal authorities used for PPP initiatives and developing Army-wide recommendations for future PPPs.
