RAND President to Testify on Artificial Intelligence and National Security

Who

RAND President and CEO Jason Matheny will testify before the Senate Committee on Homeland Security and Governmental Affairs on Wednesday, March 8, during a hearing on the risks and opportunities of artificial intelligence (AI).

What

Matheny's testimony will focus on how AI affects national security and U.S. competitiveness, specifically its potential to transform critical industries such as medicine, manufacturing, and energy while simultaneously posing serious security challenges that the United States is unprepared to handle. He will also discuss China's goal to become the world's primary AI innovation driver by 2030 and how the militarization of AI technologies by both China and Russia may exacerbate national security challenges.

Matheny will highlight specific actions that national security organizations could take to combat AI threats, including leveraging private sector expertise, working with relevant industry stakeholders and allies, creating a regulatory framework for AI, and increasing investments in biosecurity and defense.
