In the Syrian civil war, if the belligerents believed that all sides will abide by an eventual peace agreement and that an impartial third party will guarantee the peace and provide resources for reconstruction, they would be much more likely to negotiate. The international community's best option, then, is to promise a peacekeeping and reconstruction intervention that will start after the combatants have agreed to peace.

Between 2000 and 2011, younger veterans were more likely to be unemployed than younger non-veterans. This difference falls rapidly with age and time. The evidence supports the hypothesis that veteran unemployment reflects engagement in job search. There is little evidence that veterans are disadvantaged in the labor market. Limiting benefits to veterans might reduce the length of unemployment spells, but the budgetary effect is unclear.

This study explores Iranian influence in Afghanistan and the implications for the United States after most U.S. forces depart Afghanistan in 2016. Iran has substantial economic, political, cultural, and religious leverage in Afghanistan. Although Iran will attempt to shape a post-2014 Afghanistan, Iran and the United States share core interests: to prevent the country from again becoming dominated by the Taliban and a safe haven for al Qaeda.
The sharing of intelligence and law enforcement information is a central part of U.S. domestic security efforts, yet there are concerns about the effectiveness of information-sharing and fusion activities and their value relative to the public funds invested in them. This report lays out the challenges of evaluating information-sharing efforts that seek to achieve multiple goals simultaneously; reviews past evaluations of information-sharing programs; and lays out a path to improving the evaluation of such efforts.

The perceived shortage of cybersecurity professionals working on national security may endanger the nation's networks and be a disadvantage in cyberspace conflict. RAND examined the cybersecurity labor market, especially in regard to national defense. Analysis suggests market forces and government programs will draw more workers into the profession in time, and steps taken today would not bear fruit for another five to ten years.
