Cybersecurity professionals are faced with the dilemma of selecting from a large set of cybersecurity defensive measures while operating with a limited set of resources with which to employ the measures. This report explains the menu of actions for defending an organization against cyberattack and recommends an approach for organizing the range of actions and evaluating cybersecurity defensive activities.

The Task Force for Business and Stability Operations, a multi-year endeavor for the U.S. Department of Defense, sought to use private-sector strategies to create sustainable economies in Iraq and Afghanistan. In this report, RAND researchers use semistructured interviews and both public and internal documentation to identify lessons from the Task Force's activities in Afghanistan, offering insights for similar projects in the future.
This study compared the Applied Behavior Analysis benefit provided by TRICARE as an early intervention for autism spectrum disorder with similar benefits in Medicaid and commercial health insurance plans. The study focused on comparing a proposed TRICARE reimbursement rate decrease from $125 per hour to $68 per hour for such services performed by a Board Certified Behavior Analyst to reimbursement rates in other plans.

Report evaluates strategies for dealing with U.S. partners and adversaries in Europe, Asia, and the Middle East in a time of diminishing defense budgets and American public preference for a domestic focus. The three proposed strategies are to be more assertive, to be more collaborative, or to retrench from international commitments. Each strategy is constrained and a balance will need to be struck among them that varies from region to region.

It defines DIB and reviews some best practices from DIB and security sector reform experiences. It also highlights how DIB activities serve U.S. official strategic guidance for Africa.
