Don't Scare the Public with Vague Warnings
We need to accept the inevitability of terrorist attacks, prepare our society to protect against them before they occur and be ready to mitigate the effects afterward. Vague warnings are not helpful because the public cannot use the information for effective risk reduction.

Deny Victory to Anthrax Terrorists
By keeping in mind the modest scope of the anthrax attacks and not overreacting, we deny the perpetrators of these attacks their objective of terrorizing us into doing what they want us to do. These anthrax cases do, however, highlight some areas for improvement in America's response that can help reduce fear and anxiety, thereby denying the terrorists their objective.

Bush Waited, Deliberated — and the U.S. Gets It Right
In the past month, President Bush has gone about this campaign with intelligent deliberation, understanding that it is as much or more about politics as military power. He has drawn on some fortunate experience of the 1990s, otherwise a sleepy decade in U.S. foreign policy.
