In 2005, at the 8th Annual RAND-China Reform Forum Conference, Dr. Harold Brown (Secretary of the Air Force, 1965–1969; Secretary of Defense, 1977–1981) delivered remarks on the key economic and security issues of mutual interest to both China and the United States (including globalization, competition for energy resources, WMD proliferation, Taiwan, terrorism, and other factors) that may affect relations over the next two decades.
