Preliminary Description of Survey Instruments

Describes the three formal instruments proposed for the Housing Assistance Supply Experiment: the landlord, building, and tenant surveys. Tentative outlines of survey questionnaires are provided in appendixes to this Note. Final questionnaire items will be (1) precoded to limit number of responses and avoid open-ended questions; (2) designed to elicit quantitative responses; and (3) checked for consistency within and across questionnaires, when the same question appears in more than one survey. Questionnaires will then be reviewed, pretested, and refined, as necessary.
