This paper reports on the presentations made at a symposium on Soviet foreign policy in a new international environment, held May 1, 1991, at RAND. The topics covered in the presentations include domestic turmoil and Soviet foreign policy; internal debates on Soviet foreign and security policy; Central-Eastern Europe and the Soviet Union; the Ukrainian perspective; and challenges to Soviet foreign policy in East Asia, the Middle East, and the Third World.
This report is part of the RAND Corporation Occasional paper (Soviet) series. The occasional paper series was a product of the RAND Corporation from 1985 to 1992.
