Ordering Information
You can get RAND publications in several ways. Many reports are available on our website in their entirety for free. You can also order printed copies over the Internet (using a credit card via our secure server), by contacting RAND Customer Service, or through our distributors. Some RAND titles are available as translations into a foreign language, and some are available through another publisher.
Our Customer Service representatives are available to help you with your order from 8 a.m. to 5 p.m. eastern time, Monday through Friday, except U.S. holidays. We make every effort to ship orders within 2–3 business days if the order is prepaid and stock is available.

All documents ordered through RAND must be prepaid by check, money order, or credit card (Visa, MasterCard, or American Express). To expedite your order, please include your mailing address and daytime telephone number, the title, and the number of copies needed. It would also be helpful if you could tell us how you learned about the publication. If you are not sure about a document title or price, email or call RAND Customer Service and a representative will assist you.

You can also order printed copies by contacting RAND Customer Service, or through our third-party distributors. Some RAND titles are available as translations into a foreign language, and some are available through another publisher.

Delivery and Shipping/Handling Charges
For orders shipped within the United States, we offer the option of requesting delivery via the U.S. Postal Service or FedEx. The shipping and handling charge will be $6.00 for each publication.
For orders shipped outside of the United States, all orders will be shipped using International First Class Air. The shipping and handling charge will be $15.00 for each publication.

Sales Tax
Sales tax is applicable on purchases shipped to addresses in California, Massachusetts, Pennsylvania, and Virginia according to their tax laws:
- California Sales Tax: 10.25%
- Massachusetts Sales Tax: 6.25%
- Pennsylvania Sales Tax: 7%
- Virginia Sales Tax: 6%
If your organization maintains tax exemption status, RAND requires submission of a copy of your organization's tax exemption certificate, containing your status number, via fax or postal mail.

Returns Policy
RAND does not accept returns for refunds or credits. If we have shipped you the wrong document, we will, of course, immediately ship you the correct title at no expense. Contact RAND Customer Service for assistance:

If you are a bookstore, wholesaler, library, or jobber, please contact one of our distributors. They will be happy to process your order on account and can advise you of their return policy.
Temporarily Out-of-Stock Items
PDFs of many of RAND's documents are available for free download for personal use. However, RAND makes every effort to ensure that its archival research is readily available as printed copies when possible, although some of our titles are only available on line. If you would like a printed copy of a title that is temporarily out of stock, we will place a backorder for you and charge your credit card or process your check or money order at that time. The title will be shipped immediately upon availability. Reprints of published titles typically ship within five to ten business days.
