The Bureau of Maternity Services and Family Planning is responsible for the surveillance of all proprietary, voluntary, and Health and Hospitals Corporation facilities for maternity, newborn, family planning, and abortion services. In recent years, the number of facilities that required surveillance increased while manpower resources decreased. As a consequence, many facilities were not receiving adequate surveillance. This report analyzes five alternative procedures for achieving the objectives of the surveillance program, utilizing a cost-benefit approach. The outputs of each alternative are compared by a fixed-budget analysis, and the incremental costs that would be required for each alternative are determined for a fixed output. 51 pp.
