Fifth Annual Report of the Housing Assistance Supply Experiment

Continues the history of the Housing Assistance Supply Experiment (see (R-1659, R-1959, R-2151, and R-2302 for previous annual reports) through September 1978. By then, over 20,500 households had been enrolled in allowance programs in Brown County, Wisconsin, and St. Joseph County, Indiana, and nearly 16,300 had received at least one payment. About 10,400 were currently enrolled, with over 8,700 receiving payments averaging $77 monthly. The fourth and final cycle of marketwide field surveys was completed during 1978, and the final installments of program records from each site will be received by RAND during 1979. A HUD-RAND review of interim findings (see R-2302) led to revision of research plans for the remainder of the experiment, with less emphasis on market effects (which have been negligible) and more emphasis on (1) the dynamics of eligibility and participation, and (2) the program's effects on participants.
