Sixth Annual Report of the Housing Assistance Supply Experiment

Continues the history of the Housing Assistance Supply Experiment through September 1979. (See R-1659, R-1959, R-2151, R-2302, and R-2434 for previous annual reports.) By then, nearly 25,000 households had been enrolled in allowance programs in Brown County, Wisconsin, and St. Joseph County, Indiana, and nearly 20,000 had received at least one payment. About 11,300 households were currently enrolled, and 9,400 were receiving payments that averaged $86 monthly. The experiment's complex field surveys were complete and nearly all administrative records from the allowance programs were in hand; data from both sources have been organized into research files to serve the final round of analysis to be completed in 1981. The principal topics to be addressed are (1) the market effects of a full-scale allowance program, (2) patterns of eligibility and participation, (3) effects of the program on participants' housing consumption, and (4) participant and community attitudes toward the program.
