Research Policy

The research system is changing in many ways. Open science, public private partnerships, and the rise of the impact agenda in research assessment are just a few examples which are leading to a series of challenges and opportunities for how we understand and support a diverse and dynamic research ecosystem.

RAND Europe’s work in research policy aims to understand these changes and analyse the mix of drivers, incentives and policies which support investments in a country’s research base.

Standardising quantitative indicators of impact within REF case studies

To inform the development of the guidance and criteria for the preparation of impact case studies in Research Excellence Framework (REF) 2021, we examined the case studies submitted to REF 2014 and identified quantitative indicators of impact. We then developed guidance for how these indicators could be standardised for potential use in REF 2021.
