To solve the enduring problem of systemic racism, what will it take to adapt, redesign, and implement systems and policies to address the issue?
|
Racial equity is not a new concept or concern. The issue crosses social, political, and geographic boundaries. But 2020 has offered a critical opportunity to address racial equity squarely, not through piecemeal approaches but through a closer look at the network of systems and policies that have perpetuated inequities or stood in the way of progress.

Through our Center to Advance Racial Equity Policy, RAND’s principles of nonpartisanship will be brought to bear in ways that we hope will complement the work of others in this field and progress efforts to bridge divides and seek common good.
These are the three ways we’re working to advance racial equity policy:
- Identifying the most effective combination of approaches that can have enduring impact on systemic racism.
- Changing the narrative around how we talk about racial equity in systems and policies.
- Preparing policy leaders and those that influence them to debate, design, and address racial equity going forward.
The Center was funded by an initial $1 million from donor contributions and RAND’s own resources. Our search for a Center director is well underway, and we plan for them to be in position in early 2021.
But we need your help, too. It will take an inclusive, collaborative effort to realize this vision. We welcome your thoughts, questions and input by writing to racialequity@rand.org.

RAND’s work in racial equity extends across social and economic policy and national security. These snapshots show where RAND's work is having impact.

Current Projects

Closing the wealth gap by race
This body of work includes developing new methods to measure income inequality in a changing demography, revisiting reparations policies with a focus on both economic and social wealth, and implementing community trials to accelerate wealth accumulation.
Ensuring technology is fair and equitable across all sectors
RAND is developing software and a toolkit for identifying biases within existing machine learning algorithms and for adjusting those algorithms’ output to minimize any racial inequities resulting from their use. This work extends across military and civilian sectors.
Creating healthier environments for all
There are racial disparities in exposure to environmental hazards in the United States. We are identifying policy interventions and creating an interactive visualization tool that can be used to promote environmental equity.
Rooting out bias in the educational system
We are experimentally testing the extent to which principals’ racial biases are a root cause of racial discipline disparities among students of color.

Nurturing the policy leaders of the future
More is needed beyond classroom teaching to understand how racial equity can be addressed with the tools of policy design and implementation and systems change. RAND is well-positioned to support the next generation of policy leaders to realize the gains from the civic activity of 2020, and has already begun working with schools and community organizations in their efforts.
Telling new stories of what racial equity looks like
The Center is seeking to work with storytellers—journalists, artists, and others—along with community organizations to explain the values underlying racial equity and how systems and policy change is needed. Racial equity policy action does not happen without clarity of the why and how. The Center wants to reach those who can help explain the need and the path for policy change.
