    About problems of discrimination when health care priorities are set. It examines both the Americans with Disability Act and the need to limit care, and indicates that there may be a conflict between the two. It concludes that a policy framework will need to be developed so that efforts to limit use of care for services that are not effective are not viewed as discrimination against people with disabilities.
