Understanding skills gaps in the European defence sector

This study developed an overview of the existing and future defence-skills landscape in the EU, identifying and analysing the skills gaps and assessing the causes of these gaps.

Low national defence budgets and insufficient levels of defence investment have resulted in potential shortages and mismatches in EU defence-related skills. An empirical examination of these found that a focus on four broad skills groups:
could help the industry address existing and future skills gaps.
The European defence industry requires a wide-ranging and continually changing array of skills to keep pace with the evolving defence landscape and to help drive economic productivity across the continent. As a result, the sector needs to develop and sustain the skills required to help safeguard Europe’s strategic interests and autonomy as well as drive economic growth. However, research was needed to understand the factors that influence job skills for the defence sector before a comprehensive skills strategy could be developed to meet those needs.

A key component of this project was the establishment of the European Defence Skills Partnership (EDSP) which brought together stakeholders from industry, government, academia, and training providers. It allowed researchers to draw on a broad evidence base across 20 different EU countries which, crucially, includes small and medium-sized enterprises (SMEs) and other lower-tier suppliers.

The EDSP is an industry-led initiative established to consolidate stakeholder cooperation on skills. Members worked together to validate the project findings and the partnership will recommend solutions for education and training, and for rolling out actions at national and regional levels through the European Structural and Investment Funds (ESIF). They will address synergies with other instruments and tools such as Erasmus+, the European Network of Defence-related Regions etc., and propose concrete measures for after 2020 to improve the defence knowledge and innovation base.
