Secure and Investigate
The final stage of Phase II involves securing the primary and other scenes, if applicable, and conducting the initial investigation. In this phase, police departments might need to coordinate with federal and surrounding agencies and be cognizant of additional on-scene threats and threats in secondary locations.
- Local and state law enforcement agencies almost always are the first ones on the scene. The FBI can also play a large role in supporting the response to major incidents with specialized capabilities, capacity, and resources.
- For example, in the response to the Orlando Pulse nightclub shooting, SWAT, a hazardous device team, and a tactical robot cleared the area while the FBI assisted with clearing bags and other items (Straub et al., 2017)
- Traffic and site access control, as discussed in the Command and Communications section, will likely continue to be required.
