Matthew Berry is an adjunct senior international/defense researcher at RAND. Berry is a strategic leader and national security expert with extensive experience in strategy development and operational planning across the Department of Defense and policy research sectors. A retired U.S. Air Force special operations officer with 25 years of Joint and Multinational experience, he has designed, executed, and advised on strategic initiatives that shaped national defense policy, military education, and combat operations. Currently Berry works on research to inform senior U.S. policymakers on future strategic defense capabilities, force employment, and capabilities analysis. He served as a Director of Strategy, Plans, and Policy at Special Operations Command-Pacific, to develop innovative solutions to complex security challenges across the Indo-Pacific, engaged with international partners to advance U.S. national security objectives. Berry has developed and applied analytical methodologies including wargaming, scenario-based planning, and operational modeling to enhance military readiness and policy development.
