William Beaver is an expert technical resident at RAND. He is responsible for research and external engagement at the RAND Center on AI, Security, and Technology. He focuses on AI and national security and joined RAND from a Special Staff Office of the Chairman of the Joint Chiefs of Staff, where he was the AI policy lead and acting deputy chief of staff for the Joint Staff chief digital and AI officer. Previously he served in a variety of roles covering technology and national security, including three years in the Office of the Secretary of Defense for Policy, where he led work on AI and weapons of mass destruction and biodefense issues, with a focus on state adversaries.
