Paul Dowling is a research leader at RAND Europe in the Science and Emerging Technology (SET) team. Dowling has over 15 years' experience working in consultancy, the UK parliament, international development and the higher education sector. Dowling leads the SET team's work on energy and environment issues.
Prior to joining RAND Europe, Dowling was a senior research manager at Ecorys UK and worked on a range of evaluations and studies for EU and UK government clients, including evaluations of the European Social Fund (2014-2020) and the Upskilling Pathways Recommendation, as well as evaluations of the Darwin Initiative, Species Recovery Programme, nutrient mitigation scheme, Landscape Recovery scheme, amongst others.
Dowling holds an M.A. in peace and development studies from the University of Limerick and a B.A. in European integration studies and German from University College Cork.
