The Homeland Security Operational Analysis Center (HSOAC) provides the Department of Homeland Security (DHS) with independent and objective analysis in support of policy development, decisionmaking, alternative approaches, and new ideas on issues of significance. In its first year operating HSOAC for DHS, RAND sought to stand up the federally funded research and development center with the skills, experience, and resources DHS needs to meet the country's most pressing homeland security challenges. The HSOAC 2016–2017 Annual Report offers an overview of HSOAC capabilities and highlights how RAND is supporting the DHS mission.

This report is part of the RAND Corporation Corporate publication series. Corporate publications are program or department brochures, newsletters, pamphlets, and miscellaneous information about the RAND Corporation or RAND's business units. Some corporate publications are published in the AR series as Annual Reports or as Administrative Reports. Administrative Reports are often required by the client or sponsor and provide a status report on work resulting from a contract.

The RAND Corporation is a nonprofit institution that helps improve policy and decisionmaking through research and analysis. RAND's publications do not necessarily reflect the opinions of its research clients and sponsors.
