Paul Brenner is an adjunct management scientist at RAND and a professor of policy analysis at the RAND School of Public Policy. He focuses on government’s management of science and technology, including best practices for technology development, acquisition programs, R&D portfolio management, program evaluation, and risk management. He has led technical consulting organizations with over 150 staff supporting multiple government agencies. He has supported homeland security programs since 2004, working with several DHS components as well as other Departments in the homeland security enterprise. He helped develop the National Infrastructure Protection Plan and the national R&D plan for critical infrastructure protection. He has supported FEMA recovery operations beginning with Puerto Rico's recovery following the 2017 hurricanes. He helped FEMA obligate Public Assistance funding for COVID-19 relief. He is supporting FEMA's building codes program focusing on updating and enforcing codes after disasters. Brenner holds an M.S. in operations engineering from the University of Michigan and an M.S. in management from MIT.
