Jennifer Cheung is an M.Phil. student at the RAND School of Public Policy and an assistant policy researcher at RAND. She is a mathematician turned cybersecurity engineer with over a decade of experience in the field. Her research interests include cybersecurity, emerging technology, and technology policy and equity.    

Prior to joining RAND, Cheung was a research scientist at the Naval Information Warfare Center Pacific, where she engaged with emerging technologies such as 5G communication networks, homomorphic encryption, and quantum technologies from numerous DARPA programs. Her main responsibility was technical transition efforts from the research results to Navy applications. She holds a patent on an innovative data exfiltration detection model. 

In addition to her technical work, Cheung has led initiatives supporting women in cybersecurity and technology leadership. She was the founding president of Women In Cybersecurity (WiCyS) San Diego Affiliate and program cochair of the WiCyS annual conference for six years. 

Cheung holds an  M.S. in applied mathematics from San Diego State University and a B.S in anthropology from the University of Utah. She received a Fulbright research and study grant in quantum informatics to Denmark during the 2011–2012 academic year.
