Expertise

Louis Hodge is a research leader at RAND Europe on the Education, Employment and Skills team. Prior to joining RAND, Hodge worked at the Education Policy Institute and as an economist at the Department for Education. He has extensive experience analysing education policy in England, using a diverse range of statistical and econometric techniques. This includes using quasi-experimental designs, multilevel models, weighting methods, simulation models, and cost-benefit analyses. Much of his work uses large administrative datasets such as the National Pupil Database (NPD) and linked data such as the Longitudinal Educational Outcomes (LEO). His prior work on the associations between GCSE outcomes and lifetime earnings won the John Hoy Memorial Prize for the best piece of economic analysis in government.

Hodge’s other experience includes leading the analysis of the Department for Education’s children’s social care funding proposals during the 2021 Spending Review. He also worked at the Institute for Fiscal Studies on a range of public policy topics, from student finance to Council Tax reform.

Hodge received his M.Sc. in economics from the University of Bristol.
