Overview

Caolionn (pronounced KEY-lin) O'Connell is a senior physical scientist at the RAND Corporation and an associate director of RAND Arroyo Center's Forces and Logistics Program. She primarily works in the national security sector, with a focus on cyber warfare and resource management. Her recent work has focused on supply chain issues.   

Prior to joining RAND, she worked as a research staff member at the Institute for Defense Analyses (IDA) and as a government civilian in the Office of Cost Assessment and Program Evaluation in the Office of the Secretary of Defense. She holds a B.A. from Harvard and Ph.D. from Stanford, both in physics.
