Adrian Salas is a principal technologist in the Data Science and Technology Group at RAND, where he leads multi-disciplinary teams of software engineers, solution architects, and researchers on innovative technology policy initiatives. His work focuses on advancing policies related to emerging technologies, illegal trade, mental health, and infrastructure resilience. By combining cutting-edge technology frameworks with research methods from policy analysis, health, and trade economics, Salas drives solutions that address some of today’s most pressing challenges.
His recent work includes directing the development and launch of a portfolio of advanced products, such as interactive text mining tools, a global airfield database, secure research platforms, and scalable cloud services initiatives that have enabled new lines of business, expanded research capabilities, and driven enterprise-wide innovation. He developed and implemented a cloud infrastructure strategy for the Global and Emerging Risks division, designing a hybrid architecture with advanced machine learning operations (MLOps) capabilities to support innovative business models and cutting-edge research across the Center on AI, Security, and Technology and the RAND China Research Center.
Before joining RAND, Salas brought his expertise to a range of impactful roles, including designing globally accessible e-commerce solutions for Nestlé market brands and architecture design of high-bandwidth systems that advanced cardiovascular image classification. He also founded a consulting firm focused on delivering resilient network design and infrastructure solutions for local and state governments. Salas holds an M.B.A. in business and technology management from the University of Phoenix and a B.A. in telecommunications from Michigan State University.
