About the Program
In this webinar, Brigadier General Eric P. Shirley will tell the story of how the Department of Health and Human Services (HHS), the Department of Defense (DOD), other federal agencies, private sector companies, and others carried out Operation Warp Speed to develop, manufacture, and distribute COVID-19 vaccines. BG Shirley will describe lessons learned in how federal agencies worked together with the private sector to accomplish one of the biggest scientific, production, and logistics achievements in recent history.
This event is presented by the Disaster Research and Analysis Program (DRAP) of the RAND Homeland Security Operational Analysis Center (HSOAC). HSOAC is a federally funded research and development center (FFRDC) that conducts studies and analysis for federal sponsors. The DRAP webinar series was created to increase understanding in how disaster policies can affect the ability of communities to respond to, and recover from, disasters.

Commander, DLA Troop Support
Army Brigadier General Eric P. Shirley assumed command of the Defense Logistics Agency (DLA) Troop Support on June 17, 2021. Under his leadership, DLA Troop Support annually provides more than $21 billion worth of food, clothing and textiles, construction and equipment, pharmaceuticals, medical supplies and equipment, as well as industrial repair parts for America’s warfighters and other valued customers worldwide. To accomplish this mission, BG Shirley oversees a global workforce of approximately 2,900 civilian and military personnel. In his previous assignment, BG Shirley served as the Chief of Staff of Operation Warp Speed, a White House directed HHS / DOD Task Force to accelerate the development and distribution of COVID-19 vaccines and therapeutics.
