RAND Europe announced today the appointment of two new members to its Council of Advisors: Sir Gregory Winter, master of Trinity College Cambridge, and László Andor, former European Union (EU) commissioner for employment, social affairs & inclusion. The Council of Advisors supports RAND Europe in its mission to help improve policy and decisionmaking through research and analysis.

“We are delighted to welcome these distinguished members to our Council,” said Hans Pung, president of RAND Europe. “Their experience and expertise across a broad range of policy issues will make an invaluable contribution to the impact of our research.”

Winter is a genetic engineer best known for his pioneering research relating to the creation of therapeutic antibodies for treating and managing disease. He is also an entrepreneur, having founded three biotech companies to translate his scientific inventions into medicines.

“I am looking forward to learning more about the public policy domain. Being associated with RAND Europe in this way should be an interesting new experience given the diversity and quality of research the organisation delivers,” Winter said.

Having studied economics, Andor combined his academic career with journalism and politics. Among various posts, he was director of the European Bank for Reconstruction and Development. Most recently, he was EU commissioner for employment, social affairs & inclusion, where he promoted youth employment and labour mobility.

“Europe is facing a number of important challenges to get more people to work and to protect the most vulnerable. Independent research is indispensable to inform debates about solutions to economic and labour market resilience. I am excited to continue my involvement in this policy arena and RAND Europe is an exciting organisation to work with,” Andor said.

The RAND Europe Council of Advisors welcomed its new members during its late January meeting in London. The Council is chaired by Michael D. Rich, president and CEO of the RAND Corporation.
