For nearly 60 years, RAND Project AIR FORCE (PAF) has offered an integrated program of objective, independent analysis on issues of enduring concern to Air Force leaders. Current research focuses on strategy and doctrine; aerospace force development; manpower, personnel, and training; and resource management. This report offers highlights from PAF’s efforts during 2005, which addressed workforce management, including senior leadership and personnel shortages; supporting the forces, including combat support and logistics; controlling costs, including reducing estimation uncertainties and acquisition issues; and finding strategic solutions for strategic challenges, including international relationships and terrorism.
