On April 30, 2019, the RAND Corporation convened a Technical Expert Panel (TEP) web meeting to gather input on analyses that could be conducted to further enhance the Medicare Advantage (MA) and Part D Contract Star Ratings program. The TEP is composed of a diverse group of individuals with expertise across a wide range of disciplines including quality measurement, risk adjustment, statistical methods, and delivery of health care to Medicare beneficiaries enrolled in MA and Part D contracts. The TEP does not replace existing mechanisms to obtain broad stakeholder input regarding enhancements to the Star Ratings program.

The meeting summary includes a list of meeting attendees, summary of the meeting and discussions during the meeting, as well as analytic ideas that surfaced during discussions. The summary is organized by discussion topic, which maps to the content of the presentation. The presentation is a pdf version of the PowerPoint presentation given during the April 30th TEP meeting.

These conference proceedings should be of interest to affected stakeholders, researchers and policymakers focused on enhancing the MA and Part D contract Star Ratings system.
