This is the final output of second phase of the ISCF evaluation, which is being carried out over three phases and is due to conclude in 2024.

The main findings report includes an executive summary and is accompanied by a series of supporting annexes that are referred to at various points in the main document.

Chapters 1 to 2 sets out an introduction to the baselining phase, the aims and the approach.

Chapters 3 to 7 present the baseline findings through chapters structured around the key evaluation themes.

Chapter 8 considers barriers, enablers and trends that may impact on the implementation of the ISCF, as highlighted by the baseline findings.

Chapter 9 presents key conclusions of the baseline analysis and implications for the remaining phases of the evaluation.
