This 1959 internal paper on the role of uncertainty in deterrence theory was essentially the first draft of what would become Chapter Nine ("The Threat That Leaves Something to Chance") in Thomas C. Schelling's Nobel Prize-winning book The Strategy of Conflict, published in 1960 by Harvard University Press.
